Many banks have a report to complete known as the VETS-4212 form.
As government depositories and issuing and paying agents of U.S. savings bonds and notes, banks are required to comply with the regulations calling for completion of the VETS-4212 form, provided they enter into government contracts of $10,000 or more.
The report contains the number of special disabled veterans and Vietnam-era veterans they employ, by job category and hiring location. It includes the total number of all new employees hired during the previous 12 months and the number of special disabled and Vietnam-era veterans hired during the period.
The VETS-4212 form is compatible with the EEO-1 report, which banks with 50 or more employees now have to file with the EEOC. Banks filing EEO-1 forms will automatically receive a VETS-4212 form to complete. However, banks with fewer than 50 employees and who enter into government contracts of $10,000 or more are also required to complete the VETS-4212 form. If you do not receive a VETS-4212 form and fall into one of the categories above, you as the employer are responsible for complying with this regulation and must order forms from the following address: OASVET (VETS-4212), U.S. DEPARTMENT OF LABOR, 200 CONSTITUTION AVENUE NW, WASHINGTON, D.C. 20210.
NOTE: The Vietnam Era Veterans Readjustment Assistance Act of 1974 also requires affirmative action by banks and other federal contractors. Employers with 50 or more employees are required to have an affirmative action program for veterans, while smaller institutions need only an affirmative action clause setting forth requirements for nondiscrimination in hiring and promoting, affirmative action, job listings, posting notices and reporting.
